- The Total Mass Emission Management System refers to a system allocating the yearly total mass allowable emission mass to each jobsite, and allowing the emission of pollution materials within the amount of allocation.
- The existing system demonstrated the complication of load management due to the excess of environmental capacity in the event of massive emission of pollution materials though the allowable emission criteria was complied by regulating only the concentration level.
