¢¹ Expansion of management subjects, including the repainting of exterior walls and remodeling of apartment buildings, and farmland arrangement
¢¹ Pushing for tougher standards for dust control, such as making mandatory the construction of coal depots in existing coal-fired plants and the making of worn-out construction machinery used in construction sites to be low pollutant
The Ministry of Environment (Minister Kim Eunkyuong) will provide an advance notice on revision of the enforcement ordinance and the regulations of Clean Air Conservation Act for 40 days starting from September 13th, to tighten dust scattering control in construction facilities, which is a source of high concentrations of fine dust.
The revised law will go into effect in 2019, and the sources of dust scattering, such as construction sites and power plants (about 44,000 facilities across the nation, as of the end of 2017), will be subjected. This law focuses on facilities with many complaints from local people and aims to reduce the sources of highly concentrated fine dust.
The key material of the revision is ¨ç expansion of the management subjects of dust scattering sources ¨è application of stricter standards for dust scattering suppression facilities when it comes to the repainting of buildings ¨é replacement of outdoor coal depots with indoor ones, and ¨ê completion of equipping worn out construction machinery with lower pollutant devices. The details are as follows:
<Expansion of the management subjects of fine dust sources>
First, dust management subjects will increase from the current 41 to 45 types of business.
The remodeling of apartment buildings and farmland arrangement as well as repainting the exterior walls* of apartment buildings will be included as the new dust scattering control subjects.
* Repainting of the exterior walls of apartment buildings that draw up long-term maintenance programs in compliance with ¡°Multi-family Housing Management Act¡±
Even though these projects cause similar amounts of dust scattering to that of construction and civil engineering works, which are currently under management, they have not been subjected to dust management, leading to complaints from the local community. Thus, they must be included as management subjects.
- When these projects are included as new subjects, the construction company must notify local governments of the projects and appropriately carry out dust management during the open storage and transportation of materials by building wave barriers and watering facilities.
In addition, a legal basis has been formed that requires construction works carried out within 50 meters of living facilities, such as hospitals and schools, to be subjected to prior notification regardless of the construction scale.
- Currently, only certain construction projects that exceed a pre-determined scale (more than 1,000§³ for construction works) is subjected to dust scattering control. The revision, however, allows local governments to actively suppress dust sources in order to protect the vulnerable and in consideration of the potential environment impact on surrounding areas due to constructions works.
< Application of stricter standards for dust suppression facilities >
Stricter standards for dust scattering (from the remnants of paint) caused by repainting exterior walls will be adopted. Since repainting projects have not been subjected to dust scattering control, there have been calls for introducing related policies.
From now on, not only construction works but also repainting projects shall comply with the rules related to dust suppression. To minimize dust scattering, dust barriers should be installed for painting sites that use paint sprays. Also, a stricter rule has been applied to painting sites within 50m from the boundary of living facilities for vulnerable social groups, including hospitals and schools, to use brushes or rollers* only.
*Rollers can reduce dust scattering up to 90 percent in comparison to spraying. (Spraying loses 29 to 40 percent of paint; rollers lose 4 to 8 percent.)
Third, the construction of coal depots in coal-fired plants will now be mandatory. Currently six coal-fired plants are operating the facility. The new article prevents damages from coal dust to people living close to the old coal-fired plants, since these plants store coal outdoors.
Fourth, from now on, low pollutant measures (installing gas emitting reduction devices, replacing old engines, etc.) have to be taken in order to keep using old construction machinery at construction sites. In the initial stage, considering the current budget to support low pollutant measures, the new rule will be implemented only to governmental construction projects in the Seoul Metropolitan Area worth more than 10 billion won.
Regarding the expenses for the measures, 90 percent of them will be funded by the government to minimize the burden of the machinery owners.
Finally, the existing rules will also be improved. For example, now the rule for dust barriers stipulates that the open rate of the barriers should be around 40 percent in order to maximize the deceleration effect against wind velocity.
The strengthened rules are expected to reduce the emission of fine dust (PM10) from dust scattering in construction sites and machinery. The current annual emission is 41,502 tons and the expected amount of reduction is 2,702 tons (6.5 percent).
¡°Once emitted, dust scattering is hard to control. So, the thorough management of emitting facilities is important,¡± said Shin Gunil, Director of Air Quality Management Division of the Ministry of Environment. ¡°This proposed amendment is made to minimize the emission of dust scattering to nearby residences to protect people¡¯s health. We hope that each business site reinforces dust scattering management.¡±
The details of the amendment can be found on the website of the Ministry of Environment (www.me.go.kr). The ministry will gather the opinions of stakeholders and citizens during the pre-announcement period and reflect them in the amendment.
